INVESTMENT ACTIVITY IN AGRICULTURE AS A FACTOR OF TECHNOLOGICAL PROVISION OF FOOD SECURITY

The article is devoted to the development of theoretical and methodological aspects of the study of investment activity in agriculture. The paper substantiates the need to ensure technological leadership in the field of agro-industrial production, expanding the technical and technological independence of agriculture and related industries. In this regard, investment activity is considered as one of the main factors positively influencing the efficiency of the functioning of agricultural entities and the competitiveness of domestic agricultural products. The effectiveness of their implementation depends on the level of financial support for programs and projects for technical and technological modernization of the industry, and, consequently, the ability to solve current problems and achieve set goals. In this context, investment activity is associated primarily with the investment attractiveness of the economic system, determined by a set of external and internal characteristics that affect the effectiveness of investment processes and the effectiveness of investment activities. In this regard, an analysis of investment activity in agriculture as the basic branch of the agro-industrial complex for the period 2019-2024 was carried out, for which the indicators of the volume of investments in fixed assets and their changes in dynamics were analyzed. The structure of investments in fixed assets in agriculture is considered by sources of financing, by forms of ownership of agricultural organizations. Due to the fact that profit is the basis for the formation of investment resources and it is a positive financial result that creates the investment potential of business entities, the indicators of profit and profitability of agricultural organizations in dynamics have been studied. The directions of spending investment resources are analyzed. The factors preventing the provision of higher growth rates of investment activity are systematized. Due to the need to stimulate investment activity in the industry on the part of the state, the directions of state financial support for agriculture in dynamics have been studied, including in the context of granting preferential shortterm loans and preferential investment loans. The article analyzes the relationship between investment activity and the renewal of fixed assets of agricultural organizations, as well as the impact of investment activity on the formation of gross value added in agriculture. As a result of the analysis, the main trends in investment activity have been identified, and the need to increase the level of investment activity in agriculture and related industries has been substantiated. It is determined that investment activity is a factor in the technological security of the industry. Increasing investment activity in the agro-industrial complex will make it possible to achieve technological leadership and ensure food security and food independence.

Статья посвящена развитию теоретических и методических аспектов исследования инвестиционной активности в АПК. В работе обоснована необходимость обеспечения технологического лидерства в сфере агропромышленного производства, расширения технической и технологической независимости сельского хозяйства и смежных отраслей. Инвестиционная активность в этой связи рассматривается как один из основных факторов, позитивно влияющих на эффективность функционирования субъектов АПК, конкурентоспособность отечественной сельскохозяйственной продукции. От уровня финансового обеспечения программ и проектов технической и технологической модернизации отрасли зависит результативность их реализации, а следовательно, возможность решения актуальных задач и достижения поставленных целей. Уровень инвестиционной активности прямо зависит от условий осуществления инвестиционной деятельности на конкретной территории (в отдельной отрасли, комплексе отраслей), которые определяются совокупностью факторов, формирующих потенциал и результаты инвестиций. В статье проведена оценка инвестиционной активности в сельском хозяйстве как базовой отрасли агропромышленного комплекса за период 2019-2024 годы, для чего проанализированы показатели объема инвестиций в основной капитал и их изменения в периоде. Изучена структура инвестиций в основной капитал в сельском хозяйстве по источникам финансирования, по формам собственности сельскохозяйственных организаций. Ввиду того, что основой формирования инвестиционных ресурсов является прибыль и именно положительный финансовый результат создает инвестиционный потенциал хозяйствующих субъектов, изучены показатели прибыли и рентабельности сельскохозяйственных организаций в динамике. Проанализированы направления расходования инвестиционных ресурсов. Систематизированы факторы, препятствующие обеспечению более высоких темпов роста инвестиционной активности. В связи с необходимостью стимулирования инвестиционной активности в отрасли со стороны государства, изучены направления государственной финансовой поддержки сельского хозяйства в динамике, в том числе в разрезе выдачи льготных краткосрочных кредитов и льготных инвестиционных кредитов. Проанализирована взаимосвязь инвестиционной активности и обновления основных фондов сельскохозяйственных организаций, а также влияние инвестиционной активности на формирование валовой добавленной стоимости в сельском хозяйстве. В результате проведенного анализа выявлены основные тенденции инвестиционной деятельности, обоснована необходимость повышения уровня инвестиционной активности в сельском хозяйстве и смежных отраслях. Определено, что инвестиционная активность выступает фактором технологической обеспеченности отрасли. Повышение инвестиционной активности в АПК позволит достичь технологического лидерства и обеспечить продовольственную безопасность и продовольственную независимость.
