This article examines key aspects of the further implementation of new and digitalization of existing information and communication technologies in the Federal Customs Service of Russia, driven by the need to speed up decision-making regarding goods moved across the customs border by participants in foreign economic activity. The authors examined the key provisions of the Federal Customs Service Development Strategy to 2030, which focus on information and communication technologies implementation and improvement of customs infrastructure. Priority areas for the development of information and communication technologies digitalization in customs authorities are discussed, in particular, electronic customs declaration procedures, automatic release, and the use of a "single window" system, which significantly simplify international trade activities for foreign economic activity participants. The key results of the dynamics of the automation of customs operations for 2019-2024 are analyzed, demonstrating the feasibility of further efforts by the Federal Customs Service to improve information and communication technologies as a key development priority for the customs service and enhance its effectiveness in addressing state objectives. The feasibility of creating a "digital twin" technology for foreign trade participants to improve the efficiency of customs control is substantiated. The sequence of application of this technology in identifying objects of control after the release of goods for free circulation is determined. The required volume of information received from participants in information interaction during the implementation of the "digital twin" mechanism in the control and fiscal activities of customs authorities is demonstrated. The study emphasizes the priority of using information and communication technologies in real-time data exchange between government executive bodies and the Federal Customs Service of Russia, which enables greater efficiency in customs control and the development of a subject-oriented risk management system (RMS) model. The article identifies the main challenges facing the digitalization of information and communication technologies in Russian customs authorities and formulates proposals for expanding the use of information technology. This article examines various aspects of improving the efficiency of customs administration using information and communication technologies, creating optimal conditions for the automation of customs processes. Advanced technologies facilitate increased productivity of customs operations and reduce violations of customs legislation. The article explores the role of artificial intelligence in systematizing and analyzing the flow of information about consignments, vehicles, and individuals moving across the customs border, as well as the ability of artificial intelligence to identify general patterns and provide customs officials with development forecasts.

Статья посвящена ключевым аспектам процесса внедрения новых и цифровизации действующих информационно-коммуникационных технологий в Федеральной таможенной службе России, что обусловлено необходимостью увеличения скорости принятия решений по отношению к перемещаемым через таможенную границу товаров участниками внешнеэкономической деятельности. Авторами проведено исследование основных положений Стратегии развития Федеральной таможенной службы до 2030 года, посвященных внедрению информационно-коммуникационных технологий, совершенствованию инфраструктуры таможенных органов. Рассмотрены приоритетные направления развития цифровизации информационно-коммуникационных технологий таможенных органов, в частности процедуры электронного таможенного декларирования, автоматического выпуска, применение «единого окна», позволяющих значительно упростить участникам внешнеэкономической деятельности международную торговую деятельность. Проанализированы основные результаты и динамика процесса автоматизации совершения таможенных операций за 2019-2024 гг., что показало целесообразность дальнейшей деятельности ФТС по совершенствованию информационно-коммуникационных технологий, как одного из ведущих приоритетов развития таможенной службы, повышения ее эффективности при решении задач, поставленных государством. Обоснована целесообразность создания технологии «цифрового двойника» участников внешнеэкономической деятельности с целью повышения эффективности таможенного контроля. Определена последовательность применения технологии при определении объектов контроля на этапе после выпуска товаров в свободное обращение. Показан необходимый объем получаемой информации от участников информационного взаимодействия в ходе реализации механизма «цифрового двойника» в контролирующей и фискальной деятельности таможенных органов. В исследовании акцентируется внимание на приоритетности применения информационно-коммуникационных технологий при обмене данными между государственными органами исполнительной власти и ФТС России в режиме реального времени, что позволяет обеспечивать достижение большей эффективности таможенного контроля, построение субъектно-ориентированной модели системы управления рисками. В статье показаны основные проблемы, стоящие на пути цифровизации информационно-коммуникационных технологий в таможенных органах России, сформированы предложения, позволяющие расширить охват использования информационных технологий. Рассматриваются различные аспекты повышения оперативности таможенного управления с помощью информационно-коммуникационных технологий, создающих оптимальные условия для автоматизации таможенных процессов. Прогрессивные технологии обеспечивают условия для наращивания производительности таможенных операций, сокращение нарушений таможенного законодательства. Показана роль искусственного интеллекта в систематизации и анализе потока информации о перемещаемых через таможенную границу товарных партий, транспортных средств, физических лиц, способности искусственного интеллекта определять общие закономерности и предлагать должностным лицами таможенных органов прогнозы развития.
